ACER India’s work helps school leaders develop their knowledge and engage in excellent practice through facilitating the use of assessment data to inform practice.
‘Teachers and school leaders need to understand the importance of assessment and benchmarking.’ That’s the view of Umesh Kumar, a Research Officer in ACER India’s New Delhi office. So, when the World Bank contracted ACER India to support India’s National Council of Educational Research and Training to conduct the PISA 2009+ assessment of 15-year olds in the domains of reading, mathematical and scientific literacy, he was keen to work alongside ACER India Manager Ratna Dhamija on the project.
‘The purpose,’ explains Umesh, ‘was to collect comprehensive information about students, schools and school systems in Himachal Pradesh and Tamil Nadu. Members of staff in the ACER India office were also responsible for training personnel involved in school coordination at the selected sample schools, as well as for training field administrators and coders.
‘As well as being involved in organising training programs, ACER India has also been supporting the National Council of Educational Research and Training to organise training programs for coders and the translation of test booklets from English to the language of instruction’ – in India, PISA 2009+ was administered in English, Hindi and Tamil.
‘PISA 2009+ measures how well young adults have acquired the knowledge and skills that are required to function as successful members of society. Our mission has been to deliver quality monitoring of test administration at the schools for the main survey in both states.

‘It’s vital for education in India that teachers and school leaders use good assessments, but also that they understand the importance of using data to inform their classroom teaching and supporting students to improve their learning outcomes.’
