ACER is helping registered training organisations to collect quality standards information about the delivery of their programs.
The AQTF Quality Indicator Service (AQIS) is helping registered training organisations (RTOs) to meet the national set of standards prescribed in the Australian Quality Training Framework (AQTF) – and more, explains Rebecca Simpson, AQIS Project Officer in ACER’s Corporate and Vocational Assessment Services program.
The AQTF regulates RTOs in Australia’s vocational education and training (VET) system to ensure the delivery of high-quality training and assessment. ‘The focus is on an evidence-based and outcomes-focused approach to quality assurance in Australian VET,’ Rebecca explains.
Following ACER’s work on the AQTF by Associate Professor Hamish Coates and colleagues in the Higher Education research program in 2007, the National Skills Standards Council in 2011 changed the reporting requirements by which RTOs report to their regulators. It’s in response to this decision that ACER developed AQIS to help RTOs collect and use feedback from learners and employers to enhance the quality of their training activities.
‘AQIS enables all survey data collected online, manually or by paper-based scanning to be managed securely and reported to RTOs online,’ Rebecca says.
‘We’re constantly working with our Information Technology staff to update the online platform and software to support changing government and client needs.
‘AQIS enables RTOs not only to fulfil their mandatory reporting requirements under the AQTF, but also to collect additional benchmarking and diagnostic data. I work closely with RTOs to make sure AQIS meets their exact needs.’

So what’s in a report?
‘The standard report enables RTOs to fulfil their mandatory reporting requirements. The customised benchmark report adds another level, enabling RTOs to compare themselves with other RTOs in terms of their trainer quality, assessment, training, resources and the like, as well as overall student satisfaction, while a diagnostic report identifies areas where they’re excelling or where they could improve.
‘AQIS helps RTOs to understand the educational experience of their students and to identify any areas where they can improve the learning experience. It also helps them to see if the graduates they produce have the skills and knowledge necessary to meet the needs of employers. Doing that is helping RTOs to maintain and improve the quality of VET programs for the benefit of all learners.’
