The Accountant/Administration Manager plays an important role in the financial management of ACER (India). Core responsibilities encompass office administration, bookkeeping, project accounting, budgeting, general ledger reconciliations, management and financial reporting, payroll and income tax administration. The Accountant/Administration Manager will liaise with the accountants at ACER Limited to ensure that ACER (India) complies with the parent company’s planning, budgeting and reporting requirements. This role reports to the Manager - ACER India however the role also has a reporting line to ACER Limited Corporate Accountant. An important part of this role is to liaise with external accountants/auditors to ensure that all reporting obligations for the company are met including Indian statutory obligations. The incumbent is responsible for maintaining the accounts of ACER (India) in good order.

Location: RMSA team central office, New Delhi, with travel to states
Reporting to: Lead Assessment Specialist
To coordinate and contribute to the provision of technical support to build national capacity in national achievement surveys, to support national assessment strategy development, yielding useful information to education planners and policy makers; and to coordinate technical inputs supporting the establishment of PISA or other international assessment surveys in India
• Coordinate the work of TA inputs under the National Achievement Survey and PISA strands of RMSA support
• Liaise day to day and coordinate the part time and short term assessment specialists within the Service Provider’s team
• Provide management oversight to the work of data processing and other supporting technical inputs to the assessment area of work
• Liaise with and where relevant provide technical support to the data management and M&E specialists in the area of assessment data
• Ensure provision of suitable assessment data for the wider purposes of M&E and reporting on the impact of the RMSA programme
• Manage the Service Provider’s effort in building institutional capacity in the area of National Achievement Surveys, at central and state levels
• Manage day to day and contribute technically to the Service Provider’s workstream to establish the capacity to run international assessment surveys in India, such as PISA, TIMSS and PIRLS
• Provide technical lead to state technical team members in relevant areas
Capacity to design, develop, implement and report on national achievement surveys and PISA developed and established centrally and in participating states
• Experience of providing technical support to large scale national achievement surveys, including test item development, sampling, psychometrics, test design, item response theory, assessment survey administration, test data management, cleaning, scaling, analysis and reporting of survey data
• Experience of working with host government bodies in a developing economy
• Familiarity with the existing Indian National Achievement Survey system and with underlying technical issues and status
• Familiarity with the processes of PISA and other international assessment surveys
• Fluency in English
• Ability to plan and coordinate
• Computer skills for statistical handling of general office practices
