2009 completes a three year contract with the Department of Education and Early Childhood Development. It delivered professional learning and mentoring to 206 aspiring leaders in Victorian government schools.

- Research-based content aligned with the DEECD Leadership Framework and focused on strategic thinking and planning and change management.
- Problem-based learning strategies such as school-based projects that link theory and practice and support reflection working towards the resolution of school based problems
- Peer learning groups that enabled collaboration, teamwork and mutual support
- Mentor support that provided direction, focus and support to implement school-based projects
- Intellectual engagement through examination and analysis of theory and research related to technical leadership
