This review analysed the effect of the kindergarten fee subsidy policy on fee structures, enrolment practices and service practice. The review also assessed how effectively the subsidy is in supporting access to kindergarten for disadvantaged families and identified any positive or negative unintended consequences arising from the policy, such as innovative and effective practices, or discriminatory practices and increased fees. The project provided data, case studies and other evidence to enable the Office for Children and Portfolio Coordination to consider any necessary adjustments to the kindergarten fee subsidy policy.
