The main focus of this paper is on how and why conceptions of literacy have changed in recent years, and at the implications of these changes for policy making and learning. The aims of the project are to:
* provide a coherent conceptual framework for understanding literacy today, including the full range of language, literacies and numeracies that exist and are emerging;
* tease out the implications of particular ways of thinking about literacy;
* highlight the key issues for policy makers to consider; and
* provide an intellectual platform from which further debate about the nature of literacy today can take place, particularly within the VET and adult education sectors.
