Development of AQTF Quality Indicators

Project Director: Dr Hamish Coates

The Department of Education, Science and Training (DEST) has awarded ACER the contract for the Development of Instruments and Collections to Support Australian Quality Training Framework (AQTF) Indicators. ACER has been commissioned to develop measures of employer satisfaction, and learner engagement and competency development, and will liaise with the National Centre for Vocational Education Research (NCVER) on aspects of the work.

Dr Hamish Coates from ACER is acting as a Technical Advisor for the National Quality Council Outcomes Working Group. The Group was established to design and oversee implementation of an outcomes-based audit model in Australian vocational education and training. The project is an extension of ACER’s work with PhillipsKPA which defined a suite of outcomes indicators, and the instruments and methodology required to bring the model into practice. The proposals were tested in a series of national consultations undertaken by PhillipsKPA, with findings being compiled into a report submitted to the National Quality Council, which oversees quality assurance and ensures national consistency among public and private training providers.
