Technical Assistance for Preparation of the Primary Teacher Training Project (Vietnam)

The Technical Assistance Project for the Preparation of Primary Teacher Training Project (PTT) was a project for the Vietnam Government with World Bank funding. The project has invited requests for proposals with a number of separate contracts. ACER's work is concerned with two major areas of interest: A Survey of the Teachers in Primary Schools and a Light Sample Survey of the Primary Teachers.

The objectives of this project were to:

  1. Train those who were to have responsibility for conducting a census of primary schools and those using light-sample survey techniques;
  2. Implement a national comprehensive baseline census of school operating patterns and pedagogical organisation;
  3. Analyse the need for regular monitoring of school characteristics and operations and provide advice on implementation of a census;
  4. Analyse school characteristics and use them to estimate projected demand for teachers;
  5. Prepare a sample-based baseline database on teachers, their qualifications, training and experience;
  6. Document the actual contact hours of teachers by school organisational pattern;
  7. Calculate deployment and staffing ratios and provide proposals for changes to make better use of teachers;
  8. Facilitate the review of educational policies for teacher career development and teacher performance assessment on the basis of reliable data and research;
  9. Facilitate the review and development of educational policies on the basis of reliable data and research.
