Dave Tout is the Manager, Corporate and Vocational Assessment Services in the Corporate and Vocational Education division, and also holds the position of Senior Research Fellow in the Assessment and Reporting research program at the Australian Council for Educational Research. He joined ACER in 2008, and has worked on a number of projects: the online Adult Literacy and Numeracy Assessment Tool for the Tertiary Education Commission in New Zealand, a joint project between ACER and NZCER; the numeracy component of the international Programme in Assessment of Adult Competencies (PIAAC); the development of online literacy and numeracy assessment tools for disengaged young people and for adults; and the mathematical literacy item development component of PISA 2012.

Dave has had over 40 years experience in the education sector and has worked within a range of programs in schools, TAFEs, adult community education providers, university, AMES and industry. He has had wide experience not only in teaching and training, but also in working at a state, national and international level in research, curriculum, assessment and materials development.

Areas of expertise include:

  • Adult numeracy assessment. Dave was a member of the numeracy team responsible for developing, writing, testing and finalising an adult numeracy assessment framework, tool and scoring rubric for the international Adult Literacy and Lifeskills (ALL) survey. Since 2008 he has been working as a member of the Numeracy Expert Group for the Program for the International Assessment of Adult Competencies (PIAAC) for the Organisation for Economic Cooperation and Development (OECD). Dave has been responsible for the development of the numeracy domain of the revised National Reporting System (NRS), the Australian Core Skills Framework (ACSF). He has been involved in developing a number of assessment tools including for Corrections Victoria, the Australian Defence Forces and at ACER for the Tertiary Education Commission in New Zealand and ACER.
  • Professional development, teaching, training and workshops in numeracy and mathematics. Dave has taught and trained in a range of programs in schools, TAFE Institutes, community providers, university, AMES and industry. He has presented on a wide range of topics at numerous local, regional, national and international conferences and events including in Sweden, Japan, Spain, the Netherlands, the US, New Zealand, Korea, Canada and the UK.
  • Curriculum writing. Dave was a writer of the numeracy and mathematics modules of the last four versions of the Certificates in General Education for Adults (CGEA) and was responsible for the numeracy components of the Victorian Certificate of Applied Learning (VCAL) for the post-compulsory years of secondary schooling in Victoria.
  • Writing teaching materials. In the last few years Dave has written Foundation Numeracy in Context published in late 2006 by ACER Press, where he was the main writer, Having fun with maths: Activities and Games for Developing Maths Language and Skills, and Car Costs: A numeracy and maths workbook. His earlier resources, including CDROM based and online resources, ranged from integrated literacy and numeracy teaching materials through to numeracy training manuals for a number of industries including automotive, plastics, asphalting, engineering and meat and smallgoods.

Recent projects:

  • The review and revision of the numeracy components of Victoria’s adult LLN curriculum, the Certificates in General Education for Adults (CGEA)
  • The review and revision of the numeracy component of the national adult LLN standards, the Australian Core Skills Framework (ACSF)
  • A Comparison of PIAAC and PISA frameworks for Numeracy and Mathematical Literacy for the Organisation for Economic Cooperation and Development (OECD).
  • The comparability of measures to report literacy and numeracy achievement levels for students in Years 9 to 12 for the Victorian Department for Education and Early Childhood Development (DEECD)
