Glenn Rowley is a Principal Research Fellow at ACER and has acted as consultant to the Victorian Curriculum and Assessment Authority and the Department of Education (Victoria). Prior to this, he was General Manager, Policy, Measurement and Research at the Victorian Curriculum and Assessment Authority, a position he held for four years.

Dr Rowley began his career as a secondary teacher in Mathematics, Physics and General Science in Australia and New Zealand, becoming Head of Physics at University High School, Melbourne in 1971. He then began teaching in the tertiary sector. Dr Rowley has held a number of academic positions - in the University of Toronto (in Measurement and Evaluation), La Trobe University (in Measurement and Research Methods) and Monash University, where he was Head of Mathematics, Science and Technology Education and Associate Professor in the Faculty of Education. He has also been a visiting scholar in Michigan State University, the University of British Columbia, the University of California (Los Angeles), the University of Alberta and Seoul National University.

Dr Rowley has held a number of board and membership positions, including membership of the Victorian Tertiary Admissions Centre Scaling Committee; Council member and member of the Board of Directors of ACER; and Associate Editor, Journal of Educational Measurement. He has also been an invited reviewer for many professional journals, including Journal of Educational Measurement (USA), American Educational Research Journal (USA), American Psychologist (USA), Journal of Educational Statistics (USA), Issues in Educational Research (Australia), Australian Journal of Education, Australian Journal of Psychology, Evaluation and Research in Education (UK), Teaching and Teacher Education (USA).  Currently, he is Editor of the Australian Journal of Education.

With over 50 articles and reports in national and international journals - including Australian Journal of Education, Journal of Educational Measurement, American Educational Research Journal, American Psychologist, Applied Psychological Measurement, Measurement and Evaluation in Counselling and Guidance, The Lancet – Dr Rowley has published extensively. He has also made more than 30 research conference presentations in Australia, England, USA, Canada, and New Zealand.

At ACER, Dr Rowley has been responsible for the data analysis and reporting of the project Principals’ Perceptions of Pre-Service Teacher Education Courses (DEECD: March 2007) and led the project Value-added Model Using Existing AIM Data (DEECD, November 2007).
