Assoc Prof Hamish Coates

Hamish Coates conducts research and development in the field of higher education. He is Founding Director of Higher Education Research at the Australian Council for Educational Research (ACER), and a Program Director with the LH Martin Institute for Higher Education Leadership and Management, based at the University of Melbourne.

Over 15 years Hamish has led influential assignments that have shaped research, policy and practice. He has worked in over 35 countries and directed 50 major projects. Publications include 120 consultancy reports, 60 scholarly papers, and three books. He is sought internationally as a keynote speaker. Between 2009 and 2012 he directed a consortium of leading international agencies to run OECD’s 270-institution and 17-country Assessment of Higher Education Learning Outcomes (AHELO).

Hamish's work focuses on designing and developing new forms of evidence-based quality assurance for higher education. Publications focus on the definition, measurement and evaluation of education inputs, processes, contexts and outcomes. Active interests include large-scale evaluation, tertiary education policy, institutional strategy, outcomes assessment, learner engagement, academic work and leadership, quality assurance, tertiary admissions, and assessment methodology.

Hamish teaches quality assurance, management and research methods at all levels. He works with executive teams, manages research groups, supervises graduate students, has led and contributed to numerous advisory groups, runs workshops and conferences, has worked with all Australasian universities and hundreds of training organisations, serves on several editorial committees, consults to the World Bank and OECD, and has held visiting fellowships at the University of Michigan and at UNESCO’s International Institute for Educational Planning (IIEP).

Dr Coates has completed advanced executive training at INSEAD, Fontainebleau. He completed his PhD in 2004 at the Centre for the Study of Higher Education, University of Melbourne. He holds a Master of Education (Assessment and Evaluation), Bachelor of Science and Bachelor of Arts (Honours) from the University of Melbourne.
