Julian is the Research Director of the ACER Assessment and Reporting Research Program: Mathematics and Science
Julian is currently the research director of the International Computer and Information Literacy Study (ICILS) commissioned by the International Association for the Evaluation of Educational Achievement (IEA); assessment manager of the Australian National Assessment Program (NAP) ICT Literacy 2011; project director of the NAP Civics and Citizenship Assessment 2010.and manager of cognitive test development and the coordinator of the Asian Regional Module for the IEA International Civics and Citizenship Education Study 2009 (ICCS) Recently, Julian has also managed the assessment content of both the NAP ICT Literacy 2008 and 2005 and Civics and Citizenship, 2007 and 2004 projects.
Julian has worked both on the substance of and as a consultant reviewer of assessment programs for both academic and non academic outcomes of schooling across Australia at local, state/territory and national levels. As well as his international work on the ICCS, Julian is an ongoing assessment consultant to the Hong Kong Education Bureau and has completed other assessment and monitoring consultancy work in East Timor and Chile and Australia.
