About Dr Martin Murphy

Dr Martin Murphy, BA, DipEd, MEdStds Monash, GradDipSocStat Swin, PhD Wollongong, is a Senior Research Fellow at the Australian Council for Educational Research (ACER) in the National and International Surveys research program.
Dr Murphy has been the head of ACER’s Sampling Unit since 1999. He has been involved with the design and selection of many major national and international educational surveys. He leads a team of staff that has drawn school samples for countries participating in the OECD Programme for International Student Assessment (PISA) survey in all six survey periods conducted since its inception in 2000, including the latest survey which will be in the field in 2015 and involves over 70 countries. He has developed and implemented sample designs for many of the surveys conducted under Australia’s National Assessment Program, including national assessments in Civics and Citizenship, Science Literacy and ICT Literacy, as well as calibration and equating samples connected to the national census assessments of literacy and numeracy (NAPLAN). Other major national surveys for which Dr Murphy has been responsible for sample design and selection include the three Staff In Australian Schools surveys, and surveys in the areas of cyber-safety and security, youth gambling, philanthropy, and diet and activity. He has also contributed sampling guidance to a number of surveys internationally, including national surveys in Indonesia, India, South Africa, Mexico, Zimbabwe and others. He is currently providing sampling related services for projects in Afghanistan, Russia, Moldova and Dominican Republic.

Dr Murphy has expertise in the preparation of sampling weights and the analysis of complex survey data. He has conducted many workshops on sampling design, variance estimation and complex survey analysis within Australia and internationally. His PhD was in the area of managing non-response in educational surveys.

Dr Murphy was manager of the Queensland Literacy and Numeracy Statewide Testing Program in 1999-2000 and managed international survey operations for the PISA surveys conducted in 2003, 2006 and 2009.
